Anyone involved in transporting gas cylinders must be fully aware of and comply with the new legislation. The Carriage of Dangerous Goods Regulations require all drivers and vehicle crews to follow the international ADR (The European Agreement Concerning the International Carriage of Dangerous Goods by Road) regulations. ADR has been put into place to ensure the safety of those directly involved, and the safety of the public and the emergency services.

Anyone carrying gas cylinders in the course of their work must follow the basic safety points below, regardless of the size of the load:

  • Drivers must be trained in the hazards of gases, how to handle the cylinders and what to do in an emergency
  • Vehicles must be equipped with a 2kg dry-powder fire extinguisher
  • Cylinder valves must be closed and not leaking before setting off on a journey
  • Cylinders must not project outside the vehicle and must be secured properly so they cannot move during the journey
  • The ventilation of the vehicle must be considered. ADR 2005 includes new requirements:
    • Vehicle must be an open truck or well ventilated
    • When a closed, unventilated vehicle is used, the loading doors must carry a notice with the following message in letters at least 25mm high:
      WARNING, NO VENTILATION, OPEN WITH CAUTION
  • Cylinders must be removed from vehicles as soon as journeys are finished

If the load is above the threshold limit, there are many more requirements to comply with. (Your BOC Supply Advice will inform you if you are above the threshold.) The principal requirement is that firms must appoint a Dangerous Goods Safety Advisor (DGSA), whose job is to ensure that all the ADR regulations are followed.

The DGSA will tell you all you need to do, such as displaying orange plates on the vehicle, the driver holding an ADR vocational driver’s certificate, etc.
